Department of Education – Modernization
Zenius assisted the Department of Education (ED) in their modernization journey, starting by performing the upfront, strategic planning steps dating back to the Program’s inception in 2018. We then developed their roadmap of projects for modernization that aligned with the Department’s investment priorities:
- Alternatives and Cost-Benefit Analysis
- Business Process Re-Engineering (BPR) and Digital Transformation Analysis
- Acquisition Support Services
- Performance Reporting Systems
Our work on ED’s Grants Management Modernization itself is ongoing, where we are continuing to provide program direction, quality control and compliance, including risk management, reduction, and mitigation, and overall oversight of the integrator’s performance.
Our ability to design the overall modernization program roadmap and execute on various supporting projects, has given us not only insight into how to structure projects toward the overall modernization mission, but also valuable experiential skills through the execution of carrying them out.
Internal Revenue Service – Mainframe Modernization
Zenius has supported the IRS in their Mainframe Modernization journey since 2016. This effort has propelled the IRS into a modern technology stack, thus helping them fulfill their critical mission more efficiently. Our work consists of offloading some of their computing processes from the Mainframe to Server-based services, mainly developed in Java and Active MQ (AMQ) instead of Assembler/Cobol Mainframe technologies. Our strength lies in our people serving the IRS who are proficient in these Mainframe (e.g., Cobol, DB2, ALC, CICS, JCL) and modern object-oriented technologies (e.g., Java, AMQ, Low-code/No-code, Cloud).
We have improved the data quality at the agency, thereby significantly helping the IRS avoid losing billions of revenue dollars annually due to poor and/or insufficient data quality. We are bringing techniques, such as Data-as-a-Service and Data Access layers, to the IRS.
Department of Education – Acquisition Management
Zenius began supporting the pre-implementation phase of the Department of Education’s Grant Management Modernization initiative by providing Program Management and Acquisition Support Services. We produced the Request for Information (RFI) and Request for Quote (RFQ) packages and helped facilitate the acquisition of a Systems Integrator (SI) to implement a futuristic Education Grants Platform (EGP) and a modernized Grants Management System, called G5. Our work on G5 is ongoing, where we are continuing to provide program direction, quality control and compliance, including risk management, reduction, and mitigation, and overall oversight of the SI’s performance.
Our ability to design the overall modernization project roadmap and oversee and craft the RFI/RFP packages for acquiring the Systems Integrator to modernized G5, has given us not only insight into how to structure the overall Modernization mission, but also valuable skills through leading an acquisition procurement.
